Two years in, Microsoft Copilot for Microsoft 365 has stopped being a demo and started being a line item. The pattern I keep seeing in the field: the tenants that treat Copilot as a governance project win, and the tenants that treat it as a licence purchase regret it. This is the sequence I use — data readiness first, Purview and Entra ID second, use cases last.
Why Copilot is different from every AI tool before it
Every previous productivity add-on lived on top of Microsoft 365. Copilot lives inside the Microsoft Graph — the same permission surface as SharePoint, OneDrive, Exchange and Teams. That is what makes it powerful, and that is what makes it dangerous. It does not have to break a permission to expose data; it just has to use a permission you forgot was there.
The consequence is simple: Copilot amplifies whatever posture your tenant already has. A clean tenant gets a productivity boost. A messy tenant gets an incident.
Data readiness — the real blocker
The single biggest determinant of a successful Copilot rollout is not the licence count. It is the state of the SharePoint estate on the day you turn it on.

A pilot with 25 clean users tells you almost nothing about a 2,000-user rollout. Include at least one team that inherited a messy legacy SharePoint site in the pilot cohort — that is where the real findings live.
Governance with Microsoft Purview and Entra ID
Copilot inherits every trust decision your identity and data platform already made. Fix the platform, and Copilot governance mostly falls out for free.
Sensitivity labels in Purview
Label rules travel with the file — Copilot honours labels when grounding, and generated content inherits the highest-sensitivity source label so nothing leaks a tier down.
DLP for Copilot interactions
Data Loss Prevention policies now apply to Copilot prompts and responses. Block sensitive info types (credit card, ID numbers) from being pasted into prompts or returned in answers.
Conditional Access in Entra ID
Restrict Copilot to compliant devices and MFA-verified sessions. Copilot on a jailbroken phone with a stale token is exactly the vector you want to close.
Restricted SharePoint search
For sites with historical over-sharing you cannot fix in time, exclude them from Copilot grounding until the permissions are cleaned up. Better a slower rollout than a leak.

- Excel formula and pivot suggestion for analysts working with clean tabular data — powerful, but garbage-in still gives garbage-out
- AI productivity for IT support: Copilot summarises long ticket threads, drafts knowledge base articles from resolved incidents, and generates PowerShell and Graph scripts for repetitive tasks
- PowerPoint drafting from a Word brief — solid for internal decks, still needs a designer's eye for anything customer-facing
Copilot implementation pitfalls
These are the patterns that turn a strategic AI programme into a support-ticket generator. All of them are avoidable if you catch them in the pilot.
- Licensing everyone on day one — the licence has real cost, and users who never learn prompting will churn the value out of it. Start with power users, expand by measured adoption
- Skipping change management — Copilot is not intuitive for people who have never worked with an AI assistant. A 45-minute training and a prompt library beat any marketing rollout
- Ignoring Purview until the first incident — labels and DLP need to be live before broad rollout, not designed in reaction to a leak
- Trusting every Copilot answer verbatim — hallucinations are rarer than in public models but not zero. Every user needs to understand the 'always verify' rule for numbers and citations
- Measuring adoption as 'seats assigned' — the metric that matters is weekly active use per licence. Anything below 3 sessions per user per week is a licence you should reclaim

A realistic sequence for a 200–2,000 user tenant. Compress or expand each phase to match your governance maturity, not the vendor's preferred timeline.
Weeks 1–3 · Readiness assessment
Run the Copilot readiness report, inventory over-shared sites, audit sensitivity label coverage, confirm Entra ID Conditional Access baselines.
Weeks 4–8 · Governance foundation
